Ok wire coming from charger port had no voltage.. removed and put new end on wire going to + side.. does there need to be a fuse in this wire?

No fuse needed, just put an end on the red/white wire and hook it to pack + 36 - 38 volts

Cool. Some times it's an easy fix. This is a common problem with the earlier TXT's. Ezgo finally stopped using the reed switch a few years ago. If you did bypass the reed switch. The reed switch is for when the charger is plugged in to the cart, the cart will not run. When you bypass the reed switch the cart will run even when the charger is plugged in. So for safety. Run the charger cord through the steering wheel and plug it in to the cart so everyone using the cart knows it is being charged, and can't drive off with the charger plugged in to the cart

It's a common issue on RXVs and TXT48s too, but instead of simply replacing (or bypassing) a reed switch it usually means a new $250 charger receptacle.
