The cart has not been used for about 4 years, and it started slowing down on the incline back then. Just put new batteries in this week and still have a have the same problem.
We tested last night:
Test 1 volt meter attached to A1 & A2 (armature) and the motor:tires off the ground, pedal to the floor 36 volts forward and reverse. On the ground the carl was roll but 7 volts forward and back.
Test 2 volt meter attached to S1 & S2: tires of the ground .2 volts forward and back. On the ground moving slowly .5 forward and reverse

Have you charged the batteries? Do you know care and maintenance procedures for golf cart batteries? Do you have a handheld volt meter and know how to use it?

We just assumed because you said, "Battery new and fully charged" that that wasn't your problem? Did you actually mean ALL batteries?

Yes all batteries were checked even though they are new and we charged them, we have a handheld volt meter and we know how to use

You are describing a problem that sounds like weak batteries. That may not be the case.

These stock carts slow considerably on hills. Are you saying that at one time this same cart cart climbed the same hill at a much greater speed?

Yes it ran just fine, sat for about 4 year. Just got new batterries and new cables and charged it. And we went to try it out and ran into slowing issue. It was suggested that we tested the battery as it moved we did that and posted the results earlier in the thread

What is the pack voltage? The total voltage of all the batteries.

I can't find that info, I looked. Hook volt meter leads to controller B+ & B-, then drive.
