Only if the motor, controller and solenoid that would operate at the battery pack voltage needed for the motor to spin at 6000RPM under the load being imposed on it by the cart.

Going from stock height tires (18") to tires that are 23" tall reduces the torque where rubber meets road by 21.7% and going from stock gears (12.44:1) to 6:1 gears reduces it by a further 51.8%, so a TXT48 with those tires and gears and a 48V battery pack and a stock motor, would most likely be slower that a completely stock TXT48.

You might get an aftermarket motor to spin at 6000RPM with those tires and gears with a 96V battery pack, but I sure wouldn't want to drive a lifted cart that fast.
