Default The cart continues to accelerate

Freedom TXT gas, after releasing the accelerator the cart continues to accelerate and then shut down after a second or 2. I replaced the carb thinking maybe the spring tension was bad but that did nothing. Adjusted the speed and then adjusted to 2 plates that have a bolt through them that the throttle cable attaches to but still it's doing it. Would this be caused from someone adjusting the speed to high and over reving the cart? And if so is this not an adjustment issue and something internally actually messed up? The Motor is an Kawasaki FJ400D
