Default New Charger - Can't Charge Battery Pack

Just purchased brand new $400 36v charger from EZGO, and it will not even show AC power, let alone begin charge! Outlets providing output with other devices.

I've multimetered the pack, and it shows 35.8v. I just drove the cart into the garage yesterday, albeit the battery charge on the dash was indicating about 40% at the time.

Any suggestions? Does the "35.8v" mean the batteries are too low to receive a charge?

Thanks for any help - frustrated with this cart for a month now!

Typically A 36v charger would need to see only 25-28 volts to begin charging.

Thanks, scottyb. I'm beginning to think the receptacle, where the charger plugs in, has gone bad??? This is actually now the third charger that I've tried. The first two were probably "throw aways" (tryin' to save a buck); however, the one I have now is a keeper, so something else must have gone wrong?
