Default EZGO key switch voltage

I have a 36 volt EZGO cart, which seems to run fine. It has a voltage meter that doesn't work and I bought another one to replace it which also did not work. I checked the voltage at the switch and found it was only 5 volts (the batteries are charged and show 37 volts). When I put the control in "tow" the voltage goes up to 11 volts. I admittedly don't know much about golf carts, but this seems strange that the voltage is low and the cart still operates. Any ideas on why it does this?

How are you checking voltage with your meter?
Black/negative lead connected to the carts harness ground, then red lead to accessory being tested.
Only ask because carts are not grounded thru their frames like automobile systems.
Just thought I throw that out there😊

The key switch has four posts and so I checked across them to find the pos/neg by touching the posts with the lead.

Should be a B and I marked on the switch that are 36 volts. The other two are headlights
