Default 2,2 ¤¤ ¤¤ Over voltage ?

I have a 2010 Tomberlin that when you turn the key on nothing happens. When I plug in the charge the leds flash twice over and over according to the manual it say over voltage. Not sure were to start any help would be appreciated. Below is what I got out of the manual.
2,2 ¤¤ ¤¤ Over voltage
OVER VOLTAGE Over voltage cause:
1、 Cut off due to lower voltage
2、 Charge battery during it work
3、 Battery is off when you apply
for brake

This one totally my fault. I let the water get down to far. I cleaned all the connectors and disconnected the batteries and recharged them individually. I have reconnected them and have plugged it back in and all is good now. Will have to see if I hurt the batteries charge time.
