Default spark from receptacle charger won't come on

I feel mad and stupid. I was jumping a negative wire from my plug receptacle on a 2000 club cart that the OBC was not working.. This wire went from receptacle negative to pack negative. I spliced wire but i didn't notice I had a good size bare wire in the middle. It accidentally touched pack 3 positive post and caused quite a spark. After that cart ran fine but now charger does not come on. What could be wrong in the receptacle area? Is there a fuse there? thanks.. tried posting before but was not there.. Hopefully this is not a duplicate...

what I have is a glass fuse on the back of the receptacle. The fuse is split apart inside. On the left side the black wire is attached and to back of the cart. There is no wire attached on other side of the fuse.. The side where there is no wire is that the wire that should be on to attached to pack negative?

Not sure I understand... The fuse is definitely bad broke in middle....One side of fuse goes to back of cart.. you say I think OBC. the other side of fuse there is nothing there.. There may have been a wire added there that came off ( not sure ) Is there a another wire suppose to be coming off the other side of fuse? I am bypassing my OBC its broke.
