About 50 V across the batteries, and the same in the receptacle.

The batteries are showing 8 V, but they won’t take a charge and the cart won’t move (unless it’s plugged in to the charger). The charger ammeter still shows 0 but it’s humming.

I don't know if you have a load tester handy, but you would probably find you have "no" load capability. Mine is a computerized system that hooks to the battery and runs a load test across the cells.

Yes I do have a load tester- it shows 8v but when I hit the load, it drops to zero instantly. I didn’t know if it’s because they weren’t charged, but since I know they’re ‘08s, they’ve got to be dead.

Yes, if you are showing voltage but no load capability, the battery has failed internally and will not support amperage. Those are very good batteries but sitting for a few years with nothing going to them allowed them to die out.
