Default Volt/power gauge

I have a 2017 express s4 all stock been searching a lack of power. Ran cart 3-4 miles and started to loose power especially on hills. The volt gauge started to drop 25%. Battery pack still at 51.2v and each battery load tested 7.3-7.5v. What could be the problem and where is the power volt gauge wired to? tia
