Speed code 4 for 2009 Club Car Precedent/Curtis Controller

Hello all!

I have searched for hours and cannot find a solution to my problem. I have a 2009 CC Precedent and bought my speed code 4 recently. When I put in the three code numbers it did change the top parameter (speed setting) to 4. But is still running at only 14.8 mph. The 5th parameter still states S3 Fwd Speed - 14.8 mph. I think it should say S4 Fwd Speed there as well. See the pictures of the Curtis controller below.

Here are the steps I followed:
1) Plugged in curtis to controller directly (from under the cart)
2) Enter codes A,B, and C
3) turn to tow mode and back to drive (waited 30 seconds)

Also, here are the things I've checked so far:

1) Double checked serial number for cart and controller
2) acceleration is 100%
3) tried unplugging curtis in tow mode and drive mode

Please help! :)
