Default iQ indictor/Charger/OBC not functioning correctly

2005 Club Car Precedent iQ 6 seater/lifted 6x8v

First off I'm in a small town in Mexico where I don't have a golf cart mechanic or easy access to parts.

There was a lightning storm/power surge several months ago that damaged SOMETHING(s) with the cart. The charger charges the battery (tested with multimeter) but the indicator light didn't move (or would only "fill" to the first green light) On occasion I could use a friends charger and it would fill all the way, but only after flipping the tow switch off/on (and sometimes even that didn't work). A mechanic DID come up several times and try to troubleshoot it, but got nowhere. I was able to drive the cart, but when the indicator got low (despite the batteries still reading over 8v each) the cart would slow down and eventually lose power/stop. I know there is built in features to protect the batteries when going "empty" but mine were NOT empty.

Yesterday I replaced the charge indicator, the new one had a ground which the original didn't, so I had to make a jumper and connect that in order for it to function. and VOILA! Problem solved! I was able to take my cart out for a LONG drive and didn't drain the batteries more than 1/3 of the way.

EXCEPT. When i put it on the charger for 2 hours the indicator didn't move. I needed to take the cart out again for awhile so I did, no problems. It was then charged overnight, and the indicator still didn't move. But, I flipped the TOW/RUN switch and the indicator "rebooted" and reads as full now.

I'm guessing there is a second issue, I'm hoping its the charger relay or something small, not the OBC or something hard to get here.
