Default Space between Spindle and Frame?

Hi All,
I'm new to the forum, just getting started working on my Ezgo Marathon and could use some wisdom...
I have a 1992 Ezgo Marathon 36v that I'm installing a 4" drop-axle lift on. I've started re-installing the front wheel spindles and noticed there's a good gap between the spindle assembly and the axle mount.
I have the thrust washer and 7/8" washer on top of the spindle as shown in the assembly manual.

Is this normal, or should I put another washer on the top or bottom of the spindles to tighten it up?

Anyone have anything? I saw someone asked the same question a few year back but didn't get a response either.

Should I put in a washer to take out the play in the spindle?

If you have play in a steering component, that can't be good. I'd put a washer in it to take away any slop.

I've had some play on both sides of my RXV and this were fixed with an extra washer on the bottom side of the spindle
