I just checked yesterday and each battary has 6 volts and 36.5 total. I checked the recepticle the charger plugs into and this is where I got the 36.5. I plugged the charger in (but not to the golf cart) and checked the charger and didn't have anything, but then didn't I read it would have to pull at least 28 volts to kick on. I'm perpleexed. It doesn't hum when I turn it on, not like other chargers I've used.

Same charger I have. Plug in the ac cord. plug in the dc cord. after a few secs you should hear a click and the charger should read about 15-18amps. If it clicks check the battery pack voltage. It should be around 42V if the charger has just started. If not and no amp gauge reading and very low hum, the diodes have probably failed. Look at the triad fuse ( in the little bubble window ). Does it have two little wires that you can see? If not or it looks burned inside, the diodes are probably bad. These are easy chargers to work on and all the parts are available to repair them.
Have you tried your charger on another cart? You may want to do this if one is available.
One more ( and probably the most important ) thing, there is a capacitor inside the charger that can store very uncomfortable amounts of electricity! Be careful when working in there!
I forgot to add that the charger will do nothing if it isn't plugged in to a cart with at least 28V battery pack voltage. If it does not click, check the dc plug both on the charger and the cart. Check that the plug on the cart shows battery pack voltage. :)
