delay when pushing gas
My golf cart has been fine and I just changed the drive belt, now there is a slightly delay of a second or two before it takes off. I can hear a noise before it moves as well

Starter belt slipping? Mine did that, could hear it spin for a few seconds before it grabbed the engine pulley and started. You can adjust the starter position to tighten the belt and it should eliminate it.

Likely, or replace it because nobody does and they get brittle and slip easily.

If you have no power now first load test your battery. If that isn't a culprit I found that mine was doing this where sometimes I had to "feather" the accelerator to find a sweet spot. Turns out my clutch was shot and was keeping engine in a bind. New clutch and fixed it.
To tighten the s/g belt looking at bottom front of s/g on driver side there is a bolt that adjusts tension. Loan your bolts on s/g and adjust bolt which pushes s/g out to tighten. Might also check the starter microswitch under your floorboard |

it is the small belt, it isnt wanting to turn on the pulley and looks flipped in a spot. Can I take it off and on without removing anything?

If it looks flipped you should replace. Definitely exhausted. All you have to do is loosen s/g and replace. I took mine to advance auto and matched.

The starter has tension bolts that you have to loosen to take tension off the belt to remove. Your gonna have to remove the drive belt as well in order to remove the starter belt from the pulley. Sounds like its worn out or has slipped for a while and got a flat spot.
