1990 3pg fuel coming out of filter side of carb.

I have a newer carb on the cart and I noticed when inspecting the rubber tubing from the air filter box to the carb it was oily. I left the hose off and gave the cart a few revs and each time I let off the throttle a small splash of fuel comes out of the filter side of the carb. I tried cleaning the float and it and it still does this. I started looking because my cart smokes a bit up hill and I've always blamed it on my father putting around and the exhaust not burning the oil off correctly. (Have the bbq it soon)
I do mix 128:1 and have the oiler removed. Also the choke is closed fully I believe.

Is this a cheap Chinese carb for about 20 bucks on eBay? If so, those simply don’t work... I’ve had no success getting carts to run properly with those. The choke should never have to be closed for it to run either. Do you have your original carb you can clean and rebuild with the gaskets and seals from the cheap one?
