I think I have a bad drive clutch. With no belt it closes all the way as soon as it gets above idle.

That is correct, as there is no belt for the sheaves to ride against.

Cartmaster, so you are saying that is normal with no belt, correct.

I am also thinking I need to adjust my throttle cable. It doesn't seem to rev to the full 3600. Could that effect the gear change?

Yes the clutch will slam fully closed with no belt to hold it back. The low revs would affect upshifting, but I don't think it would affect downshift unless you are keeping your foot on the gas instead of lifting your foot off.
To adjust your throttle, you need to make sure your ignition is switched off, then slowly push the gas pedal down and listen for the pedal switch to click. It is under the floor just behind the pedal, roughly in tbe middle of the floor. Once you can hear it, do it again while looking at the carb linkages. You need to make sure that once the switch is heard, the linkage starts to open the carb after about an inch more of pedal travel. Once you have this, then check to see if the carb is fully open with the pedal to the floor. If the linkage starts to move before you hear the switch click, this is the first adjustment you need to make. Then you can work on getting the carb fully open with pedal down. I advise that before working on the carb that you check and adjust your valve lash as if this is out, it may affect your lack of revs. So valve lash first, then throttle movement.

I have already set valve lash. I will check the switch and carb this evening.

It needed about 3/16 adjustment on the cable. It's downshifting on hills now.

My cart is ready for the dove field in Saturday.
