96' CC DS 48V Regen II - need torque only

I am new to the cart world, just bought for daughter to use around the house & barn. It has a lift kit, bigger tires & steel bed, I put 6 new batteries, but this thing wont go up hills for anything. The speed is fine, just want more torque without breaking the bank at this time?
