Ok put the voltmeter across the pack and it went upto 50 volts after the click and stayed there.

I have also tried resetting the OBC as per the sticky by GLEEMO but still have the same problem.

I will try the ODC bypass as per scubabud suggested tomorrow and post back

Please leave the charger on since it will increase a little at a time, not all at once. If it went to 50 once turned on see what it reads after 1 hour, etc. If it's going up then it's working.

When you say "The negative (-) line/wire coming from the back of your cart charger receptacle needs to have spliced to it a wire from your final negative post of your battery pack."

do i need to cut the neg black wire and crimp a wire to it that goes to the neg on last battery

NO! Don't cut the wire, just use a splice connector to add a wire to the existing lead. Any hardware store sells them. Always try and keep solid wire connections SOLID when possible.

Yes, #9 is one of 2 3/8amp fuses in the system the other is at the solenoid(if you have it)? Darn CC....
In the pic at *9 is where he is telling you to connect the recepticle side of that fuse holder to the pack neg and see if the charger kicks on..... BUT I suspect another problem since you are saying that the charger is coming on , just weak? A bad transformer in the charger can do this..... it is best right now if you can have your charger tested on another cart at a repair shop. Or test a known good charger on your cart ..... Really simply tests compared to CC diagnostics.

I believe you have the wrong wire. I'm attaching a PDF that shows it as well. Match it with your first pic a few posts prior, notice the wire taking a bend in the picture and in the PDF file, it's the Neg from the outlet.
