03 txt gas cart running rough

Having issues with my cart running rough at full throttle. Installed time up kit and still didn't help. Cart tops out at 12mph before it starts running rough. I'm guessing its got to do with the governor but not really sure. Any ideas on things to try? It's the 2cyl motor with the square air filter box.

sounds like a governer or clutch issue if your getting the rpms up and its hitting top eng at 12mph either the governer is kicking in or the clutches are not shifting , jack up the cart and and support it with stands then take the seat off and run the engine you will be able to see the belt go up and down in both clutches , also check your throttle cable movement as the throttle cable runs from the pedal to the governer and then to the actual throttle on the carb

I have seen a lot the cable from carb to rear diff will get frozen and not allow proper pull of the carb. MAKE sure it moves very freely. that cable will get dirt, grime, water, etc inside it and will cause the cable to rust and stick.

I'm replacing the driven clutch. Fingers crossed. It was a little wobbly. Also my buddy helped me and roughed up the clutch surface with sand paper and seemed to help a little. Will let y'all know what it is when we figure it out.
