Default Yamaha G1, has only one speed, all-out!!!

I just picked up this very used cart.
I want to get it running right.

The pedal top travels about 1.5 inches, then the starter comes on, and the cart accelerates to high speed.

I jacked up the rear, and no change, it won't run at slow speed.

I can turn the throttle by hand, until the pedal is depressed; then it's held full-open.

I searched, but I can only find things about making a cart go faster

That is not my problem

There should be a spring on the throttle(at the carb) that holds the throttle closed.

Something is either not hooked up correctly, or something is missing.
Can you post a pic of the top of the carb and the linkages to the governor?

Everything looks correct. I would remove the carb from the rubber flange and see if the throttle plate is still connected to the throttle shaft.
It also looks like the linkage to the exhaust butterfly is missing.

I just had the carb off, disassembled it and cleaned it out.
The throttle plate is firmly on the throttle plate shaft.

I don't know about any exhaust valve.

I tried running it after the carb rebuild, it behaved the same way.

Depress the pedal about an inch, and it just takes off WOT.

If you take the linkage off the throttle(at the carb), does it spring back to the closed position? The linkage just pops off.
Maybe someone shortened the linkage to the throttle? It's adjustable.

I will test that.

While thinking about this last night, I wondered about the throttle plate, it did seem a bit too far open when the adjustment screw was against the stop. If that screw is too far it would have the engine speed too high.

What I need to do is set it up from the basics.
Assume the previous owner adjusted everything out of whack.

What are the steps to adjust the governor springs, throttle cable, pedal, arm to the carb, and carb idle screw? (am I missing anything?)
