Default Battery overcharging issue

I just picked up a 92 carryall, and it was having some charging issues. I tested the voltage across the battery when it was running and got 12.3. So I bought a new voltage regulator (from Buggies Unlimited). Now when I test the voltage, I'm getting 16.6 - 17 volts. Did I get a bad voltage regulator, or am I over looking something?

Double check voltage regulator ground. I chased that same problem. I replaced two voltage regulators and kept having the same problem. I finally ground in the voltage regulator straight to the battery and it started working correctly. So check the entire ground path back to the battery. My ground issue ended up being the bolt on the frame .

If you got the old style “gold box” regulator there may be an adjustment screw on the side that changes the output. Try adjusting that and see if it changes.
Otherwise, could be a poor ground connection, or might just be another piece of BU junk.
