Angry Clicks but won't go

I have a 2001 48v club car, when I push the gas it clicks and has a high pitch hum but won't move.

I think sepex. And I have no idea if it's stock. I don't know anything about anything yet. I'm very new to the game.

I can't figure out how to post pics, but I've located the drive and it's a powder drive plus regen 2..

What are your voltages at the batteries. Are all connections clean an and tight.

8 volts at each battery connections are good.
