There's got to be a problem there if it's not working. Those things are very precise and if they're not just right, they don't work. Look for wear on the locking mechanism where it rests up against the stopper on the accelerator pedal.

Don't know what the right fix is so I will clean up and maybe file the locking teeth a little.

I wouldn't file anything. I would find the problem. Once you file some teeth then your creating another problem.

The correct fix would be to replace the part that's worn. Post some pics if you can and I"ll help you find it.
