Pot box sounds fine and you say you have new batteries Check you axle. It may be partially stripped. so it goes when you are on flat then no go on hills.

I tested each w/ a load tester plus a VOM. All of them were 6.5v and above

I guess it depends on the day of the week.... I took the cart out for a ride today and it did great. I got back on and tried to park it and did not want to move. ????

The next time it does this check the motor for continuity. You may have some leads that are burnt on the inside of the motor.

Per the ScottyB MOTOR UNWANTED CONTINUITY TEST
The following tests can assist in troubleshooting.
Disconnect all wires to the motor and label them
Make sure none of the terminals are grounded to the motor or cart (F1 terminal to motor frame) You should have continuity present between F1 and F2 and A1 and A2 but NOT BETWEEN ANY A and ANY F Terminal.
If any of these test fail, the motor will not operate correctly.
