I checked the continuity on the receptacle fuse. I set the meter at 200 Ohms and the fuse reads 00.4 with a probe on each end of the fuse. Does that sound correct? Does that make the fuse good or bad?

. . . it shows continuity, which means fuse is good . . . if VOM read 0L, it would have been bad . . . have to done what Sergio (Post #9) recommended? . . . you may be to the point of focusing on the OBC . . .

No I have not done that yet, I need to get probes that will pierce the insulation to check the continuity of the black cable.

Sergio, thanks for the great write up on the troubleshooting steps. So I messed around it with some more and was able to get the charger to charge if I bypass the relay in the charger. I will leave it plugged in tomorrow when I can monitor the battery voltage better. I swear I tried that before my original post but at this point who knows what made it work.
If I connect the charger relay like it should be and bypass the grey wire sense fuse on the cart all I get is a click and the charger does not work. Does this seem to point to a bad charger relay rather than OBC? |

The way you described it does sound like the charger relay contacts are burnt even though the coil side of the relay is working. A new relay should fix the problem.
