All my Flukes are High Impedance, since looking into this I see they have an adapter for it.

What you are experiencing is Leakage voltage to the frame due to battery acid leakage. It doesn't take much conductivity from a battey to the frame to give you a shock. Clean up those batteries and the battery rack.
