oh no another charger question

03 CC 48 volt. PowerDrive Charger, pack voltage is 47.8 volts. AC power checks good. Plug in the charger to cart, after 10 seconds click, hum but no amps. Tried a second charger PowerDrive 2, and it does the same thing except the amp needle has a slight hiccup then sits on zero . plug looks good receptacle looks good. When the charger is on I get 53 volts with VOM hooked to pack positive and negative probe on fuse on receptacle. still only showing 47.8 pack voltage ,charger plugged in and on. Ammeter zero.
So is that enough to say bad OBC? I don't want to throw $300 at it and find out I missed something simple.

Jump the black wire from the charge receptacle to the negative of the battery pack the charger should work

But be careful, it will not automatically cut off I don't think.

check the red wire to battery 1. It may have a bad connection.

A few clarifications:

When You plug the charger into the cart, current flows from pack positive to the charger relay coil and back to the "sense" wire.

So if the relay is clicking, the positive wire and the sense wire are good.

By-passing the "negative" wire has nothing to do with the OBC ability to stop the charge cycle, but it will prevent it from regulating the charge current once the "trigger" voltage level for bulk charge is reached.

The OBC will likely not allow the charging cycle to proceed without detecting current flowing through the OBC hall effect sensor.

What You are really trying to determine is if the SCR inside the OBC that it is in series with the negative charger wire is preventing the current from flowing.

If by by-passing the negative wire allows the current to flow (even if momentarily), then the OBC is bad.

I assume You have already verified the fuse on the back of the charger receptacle is good.

Correct, if it works, the OBC is preventing the current flow.
