Default Neck snapping acceleration

I just got a 1997 4Caddy and need some advice.

While backing up, I pressed the pedal and the cart slowly accelerated. I
released the pedal momentarily, pressed the pedal again and the cart went
full throttle. It does the same going forward.

It only does it from a dead stop. Acceleration is fine driving around the yard.

I replaced the inductive throttle sensor coil with one I would use on a 2007 cart.

Could it be a microswitch on the direction selector?
