Battery pack dead... 36 volt or less means pack is out of charge... New battery's need to be charge before use .. Put a charge on them and call use in the morning.....

Bye the way welcome to BGW..

The plates on those new batteries are sulfating as we speak. 35.2V is only a 25% State of Charge and anything below 50% SoC (36.31V) may cause irreversible damage.

New batteries should be fully charged prior to first use, then broken in properly to obtain their maximum storage capacity and then kept as fully charged as possible to obtain the maximum service lifetime.

Obviously, you cannot fully charge them prior to first use, but you can still break them in properly and keep them charge as fully as possible.
Here is how to break them in:http://www.cartsunlimited.net/Batter...n_Methods.html
While on website, read everything with the word "Battery" in title. Lots of useful information.

Attached is a Voltage vs State of Charge chart. The voltages listed are taken 12 hours after charger shuts off automatically.

Note: The first few times new batteries are charged, the charge time will be fairly long. Possible 12 to 16 hours, maybe longer, or maybe a bit less.

Also, if charger is only charging battery pack to 35.2V. something is drastically wrong with charger and/or batteries.

What is Make/Model of charger? (picture of faceplate will suffice)
