Default Slow Yamaha Turfjoy

I have a Yamaha Turfjoy 5 seater it takes off well but doesn't peak out to it's top speed it just started doing it part way through a golf round.. I ajusted the govenor spring and that changed nothing.
Could it be running lean and my other question is how loose should the drive belt be and can it be adjusted?

I believe it's got a G16 engine. Read whatever has been written about G16s.

Since it is a 5-seater, the gear ratio could be like 15 to 1 vs standard golfcarts with 13 to 1 ratio. If you want to run it faster, change the diff gears .

This is a Japanese issue cart.
