Default 2008 Precedent 48 v won't charge

I am working on a friends 2008 Precedent 48 volt. It wouldn't charge so I charged each 12 volt battery with a car charger. I then discharged the pack and found one battery bad. I replaced it. When I plug the charger in a hear the relay click but the amp meter doesn't move. The same charger works on other carts and I've tried multiple charger on this one. I talked to someone at the local club car dealership and they thought it was the OBC. I ordered a new one and replaced it. Still the same results. The relay clicks but the amp meter doesn't move. When I check the voltage across the pack with the charger plugged in it's only at 48 volts. Any ideas? I'm stumped.

Try an OBC bypass.
Jump the blue and white wire from the OBC plug on the harness side and see if the charger will work.
If so, you have a bad OBC.
Beware, this is NOT a fix. This should only be done to test.
The charger will not turn off automatically with the OBC by-passed and will cook your batteries.
Where did you get the OBC you bought?
Need to get a good quality oBC, not the ebay cheapies.

I was able to figure this out. I checked continuity on the sensor wire on the charging receptacle to the battery and found that there was a break in the wire. Fixed that and it charges fine.
