If one of the control fuses blew, it would be hard to hear the tiny pop while moving. Since the controller seems to be responding to the foot switch and activating the solenoid but no movement, it may be that the controller is good.

However, if a power cable lug broke at the motor under load, you would hear a pretty good pop. Then all of the rest of the system would still seem to work but you could not move the cart. Have you checked the cables at the motor? This sounds like a stupid thought as I can't imagine that happening at the motor, because this type of issue is usually with a cable lug popping at a battery terminal because of corrosion.

Just a dumb thought.

Update
Put new batteries on cart and it ran great for 6mths. Cart died as I pulled out of driveway. 3A fuse is good.
I have now replaced
Throttle Stop Switch
Throttle sensor
Battery cables
Reverse buzzer works. Solenoid engages when accelerator is pressed. Controller beeps when unplugged and also when plugged in. Motor provides resistance when cart is pushed.

Anyone have any suggestions on what I need to check now?

Key switch? You can pop out the cupholders, unplug the switch, and jumper the wires from the harness together to simulate a ON switch.
