Default 36v ezgo solenoid activation

I have a 36v ezgo that doesnt have power getting to the solenoid and im unsure of why. at the blue and green wires coming off the key switch i have 38 volts with key on and cart in forward. i also have 38 volts on the reed switch wire with everything on, cart in forward and pedal depressed but i have no voltage at the small or large posts on the solenoid. is this a wiring issue or bad controller? where should i be looking thank you

i found the small red wire on the small post of the solenoid was burnt so i repaired that and now the solenoid clicks and has voltage on the small posts but still no voltage on the large posts and no movement

One side of the solenoid large lugs should be pack positive so if you don’t have that you have a bad connection somewhere

i had a running cart that has the same controller so i took the controller off the cart that is not running and put it on my cart and it ran so now i know the controller is good. I have it narrowed do to either some sort of wiring that i haven't seen yet because i have gone through every wire on the cart that im aware of or the forward reverse switch assembly. Im not sure how to test that though and how to determine that is my issue so if you have any suggestions it would be much appreciated.

just put a new forward/reverse switch on and still nothing so im not sure what the issue is. every part on the cart is brand new.

also it has weird motor on it that is a mot-b1 admiral motor. it is a series motor so that shouldn't be an issue but it does have a place for a speed sensor and there isn't one installed is that necessary?
