2003 DS - Only runs at full speed

I have a 2003 DS. When I purchased the cart it had been sitting idle for some time. I have installed new batteries ( 48 v). The previous owner told me the MCOR was bad and gave me a new one to put on it which I have done. The issue I am having is when the key is on and you push the pedal in both forward and reverse the motor immediately goes into high speed. Any suggestions would be greatly appreciated.

have you put it on jackstands and pushed it to the floor to see if it slowed down?
perhaps the speed pot is wired backwards

Yes its up off the wheels . The MCOR plugs are made as to only be able to plug them in one way.
