Default Engine Assembly #5, Part #1 & #14

I was looking through CarDudes schematics on 2000-2006 Gas Club Car.
On schematic marked Engine Assembly #5, does anyone know what or where Part #1 & #14 is?
I have a 2000 Club Car that the engine works fine but just does not move.
If I wiggle some wires around the engine it'll start moving. Almost as if it has an electric clutch that is engaging to put power to the drive.
As soon as you stop driving it'll go back again and stop moving... but the engine will run perfectly.

I've never had any problems until now.
There is a little black box at the bottom of the engine. The engine is a OVC Kawasaki. There is a little black box on the bottom of the engine that I have no idea what is does or is. If anyone knows can you please email me?

Also, just one other thing. I know I'm being a pest. Does anyone have a manual or anything to match the schematics up to, to find part names, numbers, etc for the schematics that CubCarDude posted?

that small black box should be the rpm limitor.............................
