Most chargers try to reach a set voltage, but they also time out if its not reached by a certain amount of time. Check fluid levels in all cells. I'd remove, inspect and clean each battery cable end. Make sure not to over or under torque the terminals. Torque is in inch-pounds. Check your battery manufacturer's website, as I don't remember the proper value, and it may vary.

Finally, check your neighbor's pack voltage after charging. May be your DVM.

You could take your charger to your friends place and see how it charges his batteries compared how his charger charged batteries.
