That is a possibility. Could also be that the switch is not going all the way to the mechanical stops and the contacts are not fully engaging.

As for reverse being faster and forward being a little fast with the new controller, maybe there was some corrosion on the cable connections that got cleaned off when changing out the controller. In and of itself, a controller in a series drive cart does exactly the same thing in both forward and reverse, so the controller wouldn't cause the cart to go faster in reverse than it does forward. The problem you have is external to the controller.

Pull the small Black and White wires off the controller and measure between the wires with a Ohmmeter.

With F/R in F and pedal up you should get about Zero Ohms and it should increase smoothly to about 5,000 Ohms as you press the pedal to the floor.

With the F/R in R, you should either get the same results, or if the half-speed reverse is connected, it will only climb to 2,500 OHM as the pedal is pushed to the floor.

What Ohmic values are you getting in F and R with pedal up and down?

I will do that when i get off work today. If i don't get the right readings when that indicate that is it the F/R?

UPDATE

the meter reads 0 when the pedals is all the way up

Ohms in forward read 2500 with pedal on the floor
In Reverse reads 5000 with pedal on the floor

My understanding is it is backward correct?

Had to harvest some of the lawn, and work on my own cart a little.

Yes it is backwards.
Transpose the cables at the 9 O'clock and 3 O'clock positions on the F/R switch.
Those should be the cables going to the S1 & S2 studs on the motor.

If it is easier to get tom you can switch the cables at the other end, the S1 & S2 studs on the motor.
If you do that, be sure to use a second wrench to hold the lower nut so the stud doesn't turn. Nasty things happen inside motor if it does.

Once the cart is getting full power forward and half power in reverse, the other issues, if any, can be discovered and resolved.

Ok after doing that, when I'm in reverse I'm going forward and when I'm in forward I'm going reverse. Is that normal?

The cart now goes forward when the lever is in the position that it used to go backwards in, is the expected results.

When the lever is in F, the top of the lever should be closest to the driver and when in R, the top it should be closest to the passenger?

If so, someone has gotten the microswitches on the F/R assembly wired incorrectly.

Yes, the f/r is backwards now, how can I fixes it? How are the micro switches suppose to be wired?

They are supposed to be wired so only the MS-2 contacts are closed when in forward and all microswitch contacts are closed in reverse.
Since that is mechanical, the F/R switch may not match the lever or markings.

Try putting the S1 and S2 cables back in their original positions and then transpose the A1 & A2 cables.

OK after switching the cables around i still have the same problem. Nothing changed.

Which set of the same problem?

Original problem = went slower forward than in reverse.
Transposed S1 & S2 cable, so it goes faster in forward than reverse, but direction of cart travel did not match level on F/R switch.

Transposed A1 & A2. What is the problem now, goes faster in reverse, or direction of cart travel doesn't match lever, or both?
