ok, I'm confused...... are we helping the OP or not?
From my experience (and yes I have the technical experience on Golf Carts to give my informed opinion), I would think that the batteries are at issue. the OP is giving a low voltage reading and stating with the cart on the ground the wheels don't turn, but with the wheels off the ground, they do. I would venture an educated guess that if he were to alligator clip the test leads to the batteries while it is on the ground and try hitting the pedal, he would see a significant drop in voltage.
