Strange Brake Noise??

2005 western (Ezgo txt) makes a strange creaking noise from the back when brakes are applied. It is more prominent on the passenger rear but also comes from drivers rear. The strange thing is that when you are on grass for example going down the fairway, it doesn't make the noise, only when you brake on the pavement (I use it for golf). Last week just for the heck of it I pulled off the drums on both sides. There was some dirt and powder in there I poured out. I took some sand paper and lightly sanded the inside of the drums and also the pads (plenty of pad left on both sides). The noise stopped for a day or so and then came back.

Any advice is appreciated. The noise is pretty loud too. I know its not normal at all.

Tried lubing the 3 pads on each side where the shoe rests on the backing plate?

Thank you for making me go back and redo that. I did but I guess not enough. Re lubed and now we are good to go! Its the little things! Thanks again!
