To me this sounds like a sticking brush in the guide plate.
I may be wrong but those voltages look correct.
Have you inspected the motor and brushes?

One other possibility is one of the new batteries is failing under load.
May have one bad cell.

Take some readings of each battery under load condition.
They all should be close and drop the same.

Unfortnantly the cart no longer moves so I cant take a reading under load. Is it possible to remove the motor without pulling the whole cart apart, from the under side maybe?

I was able to replace my motor on 2002 TXT by removing rear tire. Was not that hard.

So should I just say F-it and replace everything? Any ideas how much it would cost to get a new motor, controllor, solemoid and f&R switch? the only issue is I dont even have a title for my cart I bought it out of a barn at a garage sale.

Most golf carts don't have titles but this could be state specific if you want to be street legal. IDK

It depends on what you want to do with it.
Get it running as is or do an upgrade.

Test the motor and we can go from there.
I am a Club Car guy so I am limited on EZGO carts.
Lots of folks here to help you as that is what we do here.

So, I put a new HD reverse switch, 500amp controller, 2ga cables, 400 amp solenoid and cart barely moves. I held go pedal down for almost a full minute and the motor started smoking. I am assuming my motor is toast.

Others will have to chime in here, but the only way I can imagine smoking a series motor would be if power was only applied to rotor or stator, due to miswiring.

Check your wiring against a diagram. Did your solenoid click? It would have to, unless wiring got mixed up. Did you notice any code on the controller LEDs?

They controller blinker a few times and went solid green it never went orange
