If a breaker bar and a pipe won't break it loose you will have to grind it off.

Hopefully they break loose.

You might try tightening the bolt that could break it free.

OMG, it worked!!!!! And, I didn't have a cheater bar. Bar is at my son's house. I don't know why I did not think to use the bar. Knew I was missing something!
I put my foot on the front of the cart, pulled as hard as I could. When the first one broke loose it knocked me on my back. It's times like this that I wish I weighed more than 130 pounds.
You are my hero!! Thank you sooooo very much.

Great news!

Just curious. Are you replacing bad parts or doing some sort of upgrade?

Noticed right wheel leaning out the other day and left tire was "bumping". Was unable to adjust camber or toe in so decided to find out why. Read about probable need to replace bearings, king pins and bushings. Found a destroyed bearing on left side and right is gritty. Decided to replace all front end parts while I had it apart. Somebody make me stop!

Just a note for future stuck bolts.

If you don't have a torch handy (cutting torch or propane plumbing torch), you can also use an electric heat gun.

The combination of heat, good penetrating fluid and brute force often wins the day ... and adding an impact wrench can often get things loose when the brute force does not work.

Good luck on your rebuild.
