Default 2007 Precedent wheels move opposite direction when on ground?

Hi gang! Got a new-to-me 2007 Club Car Precedent today. Project machine but the price was pretty good. The rear seems to be locked up. The tires simply won't move. I jacked up the cart - removed the tires - and kind of tapped the hubs with a hammer in case the brake pads were ceased. It eventually loosened up a little, but not a ton. but its better. One wheel spins in one direction, and the other the opposite. I thought this would allow me to put the wheels back on and actually PUSH the cart somewhere. Instead - when I put the wheels back on, and put the cart on the ground, one tire still spins the opposite direction of the other - and thus the cart won't move. What am I missing here?!

Additionally - does anyone have a used but working 1510A-5251 Controller?

Put it on the ground and push it

Or.. you have freed up one brake and not the other.

Off the ground. Both wheels turn in opposite directions. Not easily at all, but they turn. When I put the cart on the ground, both wheels STILL turn the opposite direction, so the cart can’t be pushed because the wheels are fighting each other!

Yes. One is actually trying to go backwards when I push it forwards!

Jack the cart up. Push both wheels forward at the same time and see what happens.

I think your motor could be locked up.

You have one wheel that you say is rotating backwards. That is normal when the rear wheels are in the air. If the cart won't roll on the ground and you can spin either wheel in the air your motor is locked up. If one won't rotate in the air your brake is locked up.
