Default Power drive charger battery boil

So, been attempting to wake up 5 carts that have been abandoned here for over a year. This one I'm working on now is an older model Carryall VI with an on board powerdrive charger. I had to manually bring the batteries up two at a time to get the charger to come on, but when I checked this morning the charger was still on and the batteries boiling over. How can I check to see if this charger is functioning normally or not? Would failing heavily sulphated batteries cause this charger to run till it boiled them over, or would that not make a difference?

That charger relies on the OBC in the cart to be working properly for it to charger correctly.
If those batteries were dead the OBC may run the charger for 16 hours before it times out and turns off.
If the OBC has failed it will run indefinitely.
If the battery pack voltage does no reach at least 58V the OBC may not ever turn off the charger even if it is otherwise functioning correctly.
Normally the charger amperage should not go below 5 amps, so if you can see the ammeter on the charger, if it is charging at down around 2-3 amps the OBC has more than likely failed and needs to be replaced, but there's a good chance a new one will not fully charge the pack either if the pack is not reaching at least 58V during the bulk phase of charging.
