And this will add more torque for uphill riding? The neighborhood I live in is filled with TONS of hills. Thats mostly what I'm interested in.

How steep is fairly steep?
There are too many variables to give an answer to that question. like;
tire size?
accessories added?
# of passengers?
Brake drag?
Age & condition of battery pack?
Age & condition of the motor?
Cable size and age?
and most importantly ...... how steep is steep?

Tire size: stock tire
Fairly steep: like an average boat ramp
accessories: completely stock
Brake drag: not sure what this means
Battery pack: one week old with a 38.6 v pack reading
Motor: 2004 EZ-GO refurbed in 2007, not sure if new motor or not, seems to be in great condition
Cable size and age: not quite sure what you are referring to, but all cables except the ones to the motor and lights are brand new.
and how steep is steep? : a boat ramp!

All electric golf carts slow down uphill.... okay except for my carts But they have really big motors running on increased voltage....

Even after you make them run faster you will still have to expect some decrease in speed uphill. Series carts do best with steep hills and off roading.
