Default 36V cart moves without key

With the key in off position or out the cart will move forward or backward when you move the switch. This is without pressing the accel pedal. I did just replace the batteries. It first happened when i hooked up the last connection. It dosen't move in the nutral position. Thank you for any help you can provide. Is the solenoid right behind the FNR switch?
