Default New rebuilt carb still no go

Figured out my carb fuel pump and got this new rebuilt carb in and still having issues ???

The carb has new internals and is getting gas in the bowl and will not fire up until I shoot some starting fluid inside then will run for few seconds what should I look for to fixing the issue

BTW it’s a 86 club car da

Is the fuel pump actually pumping fuel to the carb?

Do you have an active choke button?
On mine it will not start with out a choke when cold and will not start at all if the air hose is not hoked up.
Just a thought.
