HELP! Columbia ParCar VIN Decode Mystery

Hey everyone, I'm helping a neighbor with getting her bonded title. We went for a level one inspection here in Arizona and were told that the VIN on the tag doesn't match with any of the VIN decode information they have.

My neighbor thinks its a 2006 from the shop that worked on it last, but nothing is lining up. I removed the steering wheel cover and found the same VIN as the passenger side kick panel.

Small white tag reads:

Columbia ParCar
3SDX-36012

I removed the rear cover and did not find a sticker on the frame.

This is a six seater electric cart.
