Can you hear an audible "HUM" from the controller when you depress the pedal and try to go? Regen 2 controllers emit a high pitched hum or whine when operating. It should change pitch with the amount of throttle applied. If you hear that, I would proceed to doing a motor test. Let me know

This tells me that there is either no throttle signal going to the controller or the controller has no output. First I'd test the throttle signal. Unhook your battery pack. Make sure to flip the tow switch to TOW before doing to. Un-plug the 16 pin connector from the controller. Locate Pin 7 and Pin 8. They will be a Yellow/Black wire and a White/Black wire. With your meter set to 20k ohms, insert the leads of the meter down into the connector and make a good connection with the pins. Have an assistant slowly ease into the throttle and monitor your readings. You should have a range of approximately 5000 ohms at zero throttle all the way down to 0 ohms at wide open throttle. This will confirm that your throttle is working properly. If you can confirm that the throttle is working and there is definitely not an audible hum coming from the controller, replace the controller.
