Use gasket sealer on the case halves but that wouldn't affect compression

You might have low compression if the rings are dry. You know the old rule you need compression, fuel, and spark to make it happen. Your missing one. Seems like it would still run at 75 but maybe not. Engines can always be picky on a new build fresh start up, had that happen plenty of times and it was nothing serious.

I dont believe you need any sealer in addition to the head gasket. A ring could have snapped during installation as well. Also, did you make sure the ring end gap is good? Should be less than .4mm. Lastly, I make sure that the gaps are each on opposite sides of the cylinder but I dont know think that would cause that big of a compression drop.
